DVSI joins European industry initiative for product safety and fair competition

On 7 July 2026, the German Toy Industry Association (Deutscher Verband der Spielwarenindustrie e.V., DVSI) joined forces with 87 industry, consumer and environmental organisations to call on the European Commission to adopt an ambitious EU Product Act that effectively regulates product compliance in e-commerce. Also supporting the initiative are Toy Industries of Europe (TIE) and the national toy associations of Spain, the Netherlands, Denmark, Italy, France and Austria.

Comprehensive legislative package

The European Product Act (EPA) is a comprehensive legislative package proposed by the European Commission to modernise, digitalise and simplify the EU framework for product safety. The rapid growth of e-commerce has led to a sharp increase in low-value imports from third countries. Many of these products do not comply with EU requirements on product safety, ecodesign, energy labelling, environmental protection, consumer rights and Extended Producer Responsibility (EPR). While stronger enforcement of existing rules and additional resources for customs and market surveillance authorities are essential, they are not sufficient on their own. 

Significant accountability gap

The current framework contains a significant accountability gap, as many products are placed on the EU market without an identifiable economic operator established within the EU who can be held responsible for compliance. The upcoming revision of the EU Market Surveillance Regulation and the New Legislative Framework presents a unique opportunity to close this gap by strengthening the responsibilities of online platforms and creating a more effective and future-proof framework for product compliance.
