EU updates harmonised toy safety standards
The European Union has updated the harmonised toy safety standards under the Toy Safety Directive, adding two new standards and updating an existing one.
On 14 September 2026, the European Commission published Commission Implementing Decision (EU) 2026/2032 in the Official Journal of the European Union. The decision amends Implementing Decision (EU) 2023/740, which sets out the harmonised standards for toys developed in support of the EU Toy Safety Directive 2009/48/EC.
Under the update, the safety standard has been revised, covering safety requirements for experimental sets for chemistry and related activities. The previous version will no longer be considered a harmonised standard from 14 March 2028.
The European Commission has also added two new harmonised standards:
Safety of toys – Part 15: Content of formamide in foam toy materials
Safety of toys – Part 16: Certain chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) in toy materials.
The updated standards were developed by the European Committee for Standardisation (CEN) following a request from the European Commission. The Commission and CEN assessed the standards and determined that they meet the essential safety requirements they are intended to cover under the Toy Safety Directive.
The update is the latest amendment to the EU's list of harmonised standards for toys. The European Commission's dedicated toy safety page records the amendment of 11 September 2026 alongside earlier updates to the list.
