India to establish modern toy testing facilities
The Indian government will establish modern testing facilities across the country’s toy manufacturing clusters to help domestic manufacturers meet global quality standards and boost exports, Commerce and Industry Minister Piyush Goyal announced.
Speaking at the 17th Toy Biz International B2B Exhibition 2026, Goyal said the new facilities will be developed through the Bureau of Indian Standards (BIS), the National Test House, and other government and semi-governmental laboratories. He called on industry stakeholders to identify the testing equipment needed to support quality certification for both domestic and international markets.
Adopting advanced production technologies
The minister also encouraged toy manufacturers to adopt advanced production technologies, including Computer‑Aided Design and Manufacturing (CAD/CAM) systems and CNC machining, to improve product quality, precision, and manufacturing efficiency. He proposed establishing Centres of Excellence through public-private partnerships, combining testing, product development, innovation, design, and product showcase facilities.
Strengthen the sector’s international presence
To strengthen the sector’s international presence, Goyal urged companies to leverage India’s expanding network of free trade agreements, build globally recognized brands, and make use of government support under the Export Promotion Mission, including participation in international trade fairs and overseas warehousing initiatives.
Highlighting the industry's recent progress, Goyal said India has established more than 50 toy manufacturing clusters with around 21,000 MSMEs engaged in toy production. He added that toy exports have increased by 239% over the past four years, while imports have fallen by 32%, reflecting the impact of the Make in India initiative and the National Toy Action Plan.
