Roadmap to 'One Europe, One Market' by end of 2027

European institutions have agreed on a roadmap to achieve “One Europe, One Market” by the end of 2027. On the sidelines of an informal meeting in Cyprus, the President of Cyprus, representing the rotating Council Presidency, signed the roadmap together with the Presidents of the European Parliament and the European Commission, showing their joint commitment to a clear path forward.

Amid ongoing geopolitical and economic uncertainty, the roadmap is a decisive step to strengthen Europe’s competitiveness, with concrete actions and targets to be completed by 2027.

A political and operational commitment

The roadmap is both a political and operational commitment. It includes legislative targets, quarterly progress reviews, clearly defined institutional responsibilities, and regular transparency checks.

Turning point for Europe’s competitiveness

Nikos Christodoulides described it as a turning point for Europe’s competitiveness, emphasizing that implementation is a strategic necessity to strengthen resilience and long-term prosperity within a fully integrated single market.

More resilient Europe

Roberta Metsola said the roadmap delivers on Parliament’s call for a stronger, more resilient Europe, highlighting its ambition, ability to withstand shocks, and predictability for citizens and businesses.

Boost economic growth

Ursula von der Leyen stressed that the measures will boost economic growth, drive digital transformation, and strengthen industrial resilience, calling the roadmap a key priority and a clear way forward.
